What is the traffic light indicator system?

    The City, through previous community consultation, developed the AMEP and traffic light indicator approach to provide a way to share public open spaces to maximise potential dog exercise areas. The city developed the traffic light system based on these findings from community consultation that informed the AMEP. The system aims to indicate the leash status of parks and reserves in the City using colour codes.

    Green: Dog off-leash area - Dogs may be off-leash within the area, but effective control by the owner is still required. Dogs must be held by a lead when:

    • Designated sporting fields are in use;
    • Designated school activity in progress
    • City officers are using power tools or mowing;
    • At the direction of a City Officer.

    Yellow: Dog on-leash area - Dogs are allowed within the area but must be on lead. Unless within an enclosed dog park.

     Red: Dog Prohibited area.  Dogs are not allowed within the area either on or off-lead. Registered assistance dogs are exempted.

    Why is the City reviewing the roll-out of the AMEP?

    The City consistently seeks to find and evolve solutions to ensure that all our residents (including the furry ones) can share our beautiful open spaces in the best way possible.  As a result, the City is proactively reviewing the roll-out of the AMEP traffic light indicator system to help plan for the final stages of the rollout traffic light indicator trial.

    What are the results of phases one and two from the AMEP roll-out?

    The City is still evaluating input from our community and park/reserve stakeholders. This feedback will be used in addition to the feedback from the March 2024 review to inform recommendations on the AMEP’s final roll-out of dog off-lead areas.

    What are the next steps of this review?

    City officers will prepare a report, including community and stakeholder feedback, to the council for consideration.

    What is the Animal Management and Exercise Plan 2020-2025 (AMEP)

    Cockburn Council endorsed The AMEP in 2020 following community feedback. The plan includes strategic objectives, guiding principles and priority outcomes to direct the coordination of animal management for the City of Cockburn.

    Where can dogs be off-lead in the City of Cockburn?

    Dogs must be on a lead in all areas unless signage states otherwise. This includes most public places unless it is an area where all dogs are prohibited. For more information about dog exercise areas, visit the City's website
