What is the Coogee Beach Land Use Master Plan area?

    The study area for the Coogee Beach Land Use Master Plan can be seen in the Document Library. In general, the study area includes the land north of Poore Grove stretching to the southern end of North Coogee (Peri End) and includes the Coogee Beach Surf Life Saving Club, the Coogee Jetty, the Discovery Park caravan park, the Coogee Beach Café, tennis courts, parkland and car parks. 

    It is the primary access to Coogee Beach – one of the City’s most visited beaches.

    Why is the City undertaking this project?

    The Coogee Beach Landscape Master Plan was adopted in 2014 and has guided the phased implementation of infrastructure and public space improvement for the recreational precinct. Although the initial stages have been completed, some emerging knowledge including coastal erosion management and a better understanding and how well used the beach is, mean a review of the Master Plan is timely.

    Developing a new master plan for how the area is used will help coordinate different projects, creating a unified plan for Coogee Beach that meets community needs, precinct demand and coastal planning requirements. This approach will also ensure projects are delivered in a structured and logical order. 

    What is the City of Cockburn engaging the community about?

    Our primary objective is to understand how the community uses the area, what’s missing or needs improvement, and any longer-term needs and aspirations. We want to make sure planning for the future preserves what you already value whilst enabling your aspirations for the future.

    More specifically, we want to:

    • Understand the community’s current use and vision for Coogee Beach.
    • Understand what you value about the area.
    • Explore what the community would like to see added or improved in the area, including the parkland area, recreational facilities and commercial opportunities.
    • Identify the best pedestrian paths, support cycling and manage parking so that everyone can enjoy the area.

    How long will this project take?

    The preparation of a Master Plan takes time. There are many steps and different stakeholders who need to contribute to the plan, as well as approval at the government level. It is expected that the Master Plan will be completed by mid 2025. This includes community consultations and workshops at various stages.     What are the changes being proposed?

    The great news is that we are right at the start of the project, and the community gets to influence the answer to this question! 

    Since the 2014 plan was developed the City has a greater understanding of the coastal management issues at the site, how well the site is used, how the area is accessed by cars, changes to Cockburn Road, and the new development at Coogee Common. Some of these impact the existing use of the area and some changes to built infrastructure are likely to be required.

    However, we would like to know more about community expectations around pedestrian and cycling infrastructure, fencing, stairs, paths, shelters and lawn area, and other facilities like water fountains, bins and toilets, as well as recreation facilities and commercial opportunities (like improved food and beverage options). We would like to know if those expectations have changed over time. The answers to these questions may require other changes in the area over time.

    The combination of what we already know, and what we can learn from the community, will help us determine what changes will be proposed, and over what time frame.
