Background

The applicant AYLA Inc is a not for profit charity and is proposing to utilise the subject site as a pop-up drive-in cinema, hand car wash and market (at different times of the day), for fundraising. A car park was proposed as part of the original application but no longer forms part of the proposal.

The site is proposed to accommodate the following uses:

  • Drive-in Cinema: The car parking facility is proposed to operate as a drive-in cinema between the hours of 7:00pm and 10:30pm on every Thursday and Friday night, and on every other Saturday (fortnightly). The drive-in cinema will operate with a wider parking grid layout to accommodate a maximum of 103 customer vehicles. A 3-2-1 engineered stack of sea containers is to be used for the cinema viewing screen. A maximum of eight (8) 12m containers are to be placed along the western fence line for food vendor facilities and equipment storage;
  • Market: The site will be used to host market days between the hours of 6:00am and 11:00am on Sundays and 6:00pm to 10:30pm fortnightly on every other Saturday (alternating with the drive-in cinema use on Saturday nights). No specific information on the number of stalls is available at this time; and
  • Hand Car Wash: The site is proposed to be used for a hand car wash during the day. Further details are not known at this stage.

Vehicular entry to the site is proposed via the existing crossover on Junction Boulevard. The current colorbond fencing is to be retained.

It is noted that the proposed development will be temporary (12 months) and is intended to operate for a year before the approved mixed-use development on the site is constructed.

Please note: The planning application is being advertised to seek public comment on the proposal and the resulting noise emissions. The advertising of the planning application does not indicate any formal support of the proposal by the City of Cockburn.
