Cockburn Central East Structure Plan and the Armadale Road and North Lake Bridge Interchange project

The structure plan provides direction for future land use planning and local road network needs as a result of the realignment and connection of Armadale Road and the North Lake Road Bridge, and its associated freeway interchange. It would replace the Solomon Road Industrial Area Structure Plan. Key maps and studies including the Structure Plan document (Part 1 & 2) detailing the subdivision and development requirements are provided in the document library on the right hand side of this page.

Armadale Road and North Lake Bridge Interchange Project Update

Main Roads WA has prepared detailed design drawings (85% complete) for:

  • The extension of Armadale Road and the construction of the North Lake Bridge
  • A north bound freeway on-ramp and a south bound freeway off-ramp
  • The widening of the Armadale Road bridge for vehicles seeking to access Kwinana Freeway north bound
  • Two grade-separated roundabouts
  • Connections with the existing road network and new access points

State and Federal funding of about $237 million is confirmed for the project. As a result, a Structure Plan is required immediately to allow land use and road network planning in connection with this significant infrastructure upgrade. This funding is in addition to $49 million for the widening of Kwinana Freeway northbound from Russell Road to Roe Highway, which is critical to the construction of the new freeway interchange.

The scope of the Cockburn Central East Structure Plan does not extend to the Armadale Road and North Lake Road Bridge Interchange project - this alignment undertakes a separate approval and design process.

Council Meeting 8 June 2017

At its Ordinary Meeting, Council supported three actions:

  • The public advertising of the Structure Plan.
  • The technical report for the Armadale Road deviation and new North Lake Road Bridge/Freeway Interchange project, subject to the key comments made in the officer report.
  • Requesting the WA Planning Commission to extend Planning Control Area 122 to include all lots severed to the south by the deviation route including Knock Place, as well as any final adjustments to account for the final alignment of the Armadale Road deviation and new North Lake Bridge/Freeway interchange, including any elements along the Freeway corridor.

Landowner Consultation

The City undertook one-on-one meetings with landowners and business operators located west of Solomon Road and those directly affected by the proposed Structure Plan. The meetings, undertaken in late May/early June 2017, informed landowners and business operators of the principles behind the proposed Structure Plan in addition to providing an update on the status of the North Lake Bridge and Armadale Road upgrade project.

In July 2017, all stakeholders had the opportunity to formally comment on the proposed Structure Plan.

    At its meeting on 14 September 2017 (OCM Minutes 14/09/17) Council resolved to recommend approval to the Western Australian Planning Commission (WAPC).

    The WAPC approved the structure plan on 5 December 2018. The Department of Planning, Lands and Heritage website lists the approved structure plan.
