Background

The upgrade of Rockingham Road is an initiative to help improve the Phoenix Town Centre. Longstanding community and business concerns include the safety and appearance of the road, and how it can better function as a road which welcomes people to the town centre.

In 2009 the Phoenix Revitalisation Strategy identified the need to upgrade and beautify the road environment as a key project to deliver revitalisation of the area.

In 2016 the City undertook extensive community consultation on a first concept plan for major upgrades. In March 2017 Council considered all the feedback received and deferred the project for two years, in order to consider what further options could be available and to enable further liaison with key stakeholders. This has resulted in two proposed concepts being developed for community engagement.

A key feature of both plans is the change from a dual carriageway (two lanes in both directions) to a single carriageway (one lane in both directions). This provides the best opportunity to change the character of the road through beautification works, and by slowing traffic to create a more pedestrian friendly environment.

Concept 1: Reflecting the original 2016/2017 concept:

  • New roundabouts at Kent Street and Lancaster Street;
  • A mostly continuous median to allow landscaping opportunities and control access, while reducing traffic lanes to one in either direction;
  • Conceptual changes to entry points of Phoenix Road.

Concept 2: A new alternative concept that differs from Concept 1 through:

  • Repositioning roundabouts at Coleville Crescent and the northern Shopping Centre entrance;
  • Restrict right-out movements north of Lancaster Street, while allowing left-in and right-in movements;
  • A mostly continuous median to allow landscaping and control access, while reducing traffic lanes to one in both directions;
  • Changes to entry points of Phoenix Road.

  • Project Update: April 2019

    Thank you for your feedback. Plans and documents were available to view between 5 February and 12 March 2019. Consultation included:

    • 600 letters to nearby landowners and businesses;
    • Display and Information Sheets at the Phoenix Shopping Centre and Council offices;
    • Drop in sessions at the Phoenix Shopping Centre (Saturday morning) and Council offices (Monday evening);
    • One on one meetings;
    • Project webpage;
    • Presentation to Spearwood Community Association.

    A total of 120 submissions were received, with 76 submissions supporting either Option 1 or Option 2, and 30 submissions not supporting the project.

    Outcome Summary

    At its meeting on 11 April 2019 (OCM Minutes 11/04/19) Council resolved to adopt the "Concept 2" Rockingham Road concept plan for the purposes of progressing to detailed design. Read about the Council resolution here (Cockburn Gazette).
