Background

The Coogee Beach foreshore supports a diverse range of interests and is highly valued by the local and wider community.

Studies identify parts of Coogee Beach foreshore as potentially vulnerable due to the impact of coastal erosion. As a result, the foreshore's assets and natural environment may come under pressure in the future.

A Foreshore Management Plan for Coogee Beach has been prepared. This plan will guide how we adapt to coastal changes in a way that continues to support the environmental, social, recreational, and economic values of the foreshore (click to see map). This plan was open for public comment in 2020 and it will be finalised and presented to Council for adoption later this year.

What We Have Heard So Far

In 2020 we sought feedback from key stakeholders and the community on how they use and what they most value about Coogee Beach foreshore, as well as their priorities on various adaptation scenarios. We heard from over 220 residents, visitors, businesses, community groups and organisations.

Whilst there were some conflicting points of view, many agreed that when adapting to coastal changes, it is important to maintain a sandy beach, a vegetated dune buffer and the current balance between natural and built environments (now as well as in the future if shoreline changes occur).     The Foreshore Management Plan 2020-2070 for Coogee Beach was adopted by Council on 12 November 2020. Incorporating 1.2km of shoreline, the Coogee Beach foreshore study area is bounded by the Coogee Beach Surf Life Saving Club site, east to Cockburn Road and north to the corner of Perlinte View and Socrates Parade.

    The plan recommends strategies and short and long term actions to manage the coast’s natural and built assets which are likely to be affected by hazardous rising sea levels predicted later this century.

    Objectives of the Plan

    • Sustainable development of the foreshore to cater for increasing population, a developing tourist precinct and usage demands while balancing preservation of natural areas and coastal vulnerability risk
    • Maintaining a foreshore reserve and public access to the beach and adjoining reserves
    • Maintain and improve public facilities within the Coogee Beach Reserve, including grassed areas, BBQ picnic facilities, playgrounds, toilets, parking, pathways etc, albeit with provision to adapt and relocate facilities as may be required in future in response to coastal processes
    • Conservation of existing natural dune systems and bushland within the foreshore
    • Maintain commercial premises and major built structures being the Coogee Beach Holiday Park, Coogee Beach Cafe, Coogee Beach Jetty, car parks and the Coogee Beach Integrated Facility, including surf club, recreational and cafe premises within, for as long as practical, with consideration to defending, adapting or relocating in the longer term
    • For the Coogee Beach Holiday Park, retain its current footprint with a suitable foreshore reserve buffer for as long as practical, preferably the 50 year planning horizon, with consideration to interim protection or modification to site boundaries if required in response to coastal processes
    • Maintain and improve accessibility to beach and public foreshore amenities.

    The draft Foreshore Management Plan for Coogee Beach was published for public comment through September 2020. Thank you to everyone who provided their feedback on the draft plan.

    Feedback received during the comment period was considered as part of a review of the draft. A final Foreshore Management Plan has now been prepared and will be presented to Council for adoption at the Ordinary Council Meeting on 12 November 2020. A copy of the Agenda is available online here. Anyone is welcome to attend.
