Background
The City of Cockburn has received an application from Rowe Group for a proposed Neighbourhood Centre development at Lot 300 and 4308 Beeliar Drive. The proposal is located adjacent the existing Tony Ale Market along Hammond Road in Cockburn Central.
The proposal includes a new shopping centre with supermarkets, food outlets, a service station and other retail tenancies.
To enable the development, the applicant has also submitted a concurrent Structure Plan Amendment to amend some of the existing planning requirements for the area.
The amendment is required because the proposal does not currently align with the approved Local Structure Plan.

What is proposed?
The proposed development includes:
- Two major retail outlets (one large and one small) with a combined net lettable area of approximately 5,630m²
- A liquor store
- A service station
- Two fast food outlets
- Smaller retail and food/beverage tenancies
- A health studio
- 315 car parking bays and 68 bicycle bays
- Associated landscaping and servicing

Proposed Structure Plan Amendment:
The applicant has also requested changes to the approved Structure Plan, including:
- Re-arranging the Mixed Business’ and ‘Local Centre’ zonings within the precinct to facilitate a proposed new shopping centre development in the western precinct, subject of the Development Application also being advertised.
- Allocating 6,300m2 of retail floorspace to Lots 1 and 300 (i.e. west of the proposed future north-south vehicular connection) and 1,800m2 of retail floorspace to Lots 7 and 99 (i.e. east of the north-south vehicular connection).
- Changing the proposed north-south road to a private accessway with proposed full public access.
About the assessment process
The Structure Plan Amendment and Development Application are being advertised together; however, they will be assessed and determined through separate processes.
Structure Plan Amendment
Following the advertising period:
- City officers will review all submissions received
- A recommendation, which takes into account a range of considerations, including planning guidelines and community feedback, will be prepared for the Western Australian Planning Commission (WAPC)
- The WAPC will determine whether the amendment should be approved
The City's position on the Structure Plan Amendment will ultimately guide it's recommendation for the Development Application.
Development Application
Following the advertising period:
- City officers will review all submissions received
- A Schedule of Submissions and an assessment report will be prepared
- A recommendation will be provided to the Metro Outer Joint Development Assessment Panel (MOJDAP) which considers submissions and the planning framework
- MOJDAP will determine the application
