Background
Port Coogee Marina has been a landmark destination for Cockburn’s coastal community, evolving significantly over the past 20 years.
Today, the marina is a much-loved community landmark, providing 231 pens, visitor and service jetties, boardwalks, and a Marina Services Building.
With strong demand for additional mooring facilities across Perth and boat ownership continuing to grow, now is the time to expand the marina to meet the needs of our community, while adding even more life and vibrancy to the area.
The City of Cockburn is now inviting you to have your say on the business plan, referred to as the Port Coogee Marina Expansion Business Case, for the marina’s fourth stage of expansion. This stage is expected to bring lasting social, community and economic benefits to Cockburn, enhancing the marina as a destination for recreation, connection, and opportunity.
The business plan outlines the proposed upgrades designed to meet the growing demand for additional boat pens in our City and across the State.
The business plan includes:
- Analysis of pen supply and demand to maintain high occupancy
- A proposal for a new public jetty to encourage visitors to the area
- Optimised jetty and pen layouts to maximise available space
- Financial analysis covering cost estimates, revenue forecasts, and payback periods
- An implementation plan with a detailed timeline, resourcing, and risk management measures.

Have your say
A schedule of submissions and community engagement report will be presented to Council at a future Ordinary Council Meeting, where Council will decide whether to proceed with the expansion. Any feedback provided on the business plan will be considered at the detailed design stage. Your feedback will help inform decision-makers to pave the way for design and construction.
