Background
The City of Cockburn is proposing to amend Town Planning Scheme No. 3.
This amendment involves adding the zones and reserves detailed in the Cell 6 Yangebup/Beeliar Local Structure Plan within Development Area 4 (Yangebup/Beeliar) into the City's Town Planning Scheme as this area of the structure plan is no longer needed.
In addition to incorporating zones and reserves of the applicable structure plan, the proposal also seeks to provide an appropriate public purpose reserve and remove an unutilised Additional Use.
The City invites the community to provide feedback on this proposal.
About the amendment
Structure Plans are important tools for organising how land is divided and developed, especially in new, green-field areas. When a Structure Plan has done its job, its zones and reserves are transferred into the Town Planning Scheme, and the Structure Plan is revoked. This is called structure plan 'rationalisation,' and it helps the City keep control of development in line with what the community expects.
The City must advertise any proposed amendment, which include zonings that don't directly match the approved structure plan.
Scheme Amendment 181 aims to rationalise parts of Development Area 4 north of Merevale Gardens and south of Yangebup Road (refer to the map in the Document Library).
The amendment includes:
- Rezoning various lots within ‘Development Area 4’ from ‘Development’ to ‘Local Centre’ and/or ‘Residential (R60)’;
- Reclassifying land within Development Area 4’ from ‘Development’ zone to local reserve for ‘Lakes and Drainage’, ‘Local Road’ and/or ‘Public Purpose – Primary School’
- Modifying the Scheme Maps and ‘Table 6 – Additional Uses’ of the Scheme Text, to remove Additional Use No. 9 (AU 9) and its related provisions.
- Reducing the extent of the ‘Development Area 4’ special control area boundary, as depicted on the Scheme Amendment Map.
What will happen next
To guide the City's consideration of the proposed amendment, the City invites the community to submit comments. At the end of the comment period, the City reviews the feedback, alongside planning guidelines and policies, and submits a recommendation to Council. The Western Australian Planning Commission then reviews the proposal and Council's advice and makes a recommendation on final determination to the Minister for Planning.
