About the Cockburn ARC expansion

Since Cockburn ARC opened in May 2017, attendance and membership numbers have far outweighed expectations. This is putting pressure on the health and fitness areas of the facility, with many members unable to regularly access the equipment and classes.

About the Cockburn ARC expansion

Since Cockburn ARC opened in May 2017, attendance and membership numbers have far outweighed expectations. This is putting pressure on the health and fitness areas of the facility, with many members unable to regularly access the equipment and classes.

To meet current and future community needs, the City in partnership with Fremantle Football Club (FFC) completed a feasibility study and preliminary concept design in 2020-21 for the ARC's expansion. The project involves upgrades to both City of Cockburn and FFC facilities, including:

  • City of Cockburn components:
    • Increasing the gym floor space to 1500m2
    • Increasing the body and mind studio to 250m2
    • Relocating and modifying the main group fitness studio
    • Relocating and modifying the indoor cycle studio
    • Converting existing administration spaces to increase gym floor space
    • Moving the administration spaces to other areas within the facility.
  • FFC components:
    • Spectator seating area and public amenity
    • Gender neutral change-rooms and amenities
    • Accessible toilet
    • Lift
    • Multipurpose room.

To achieve the best outcome for the community, the City proposes to partner with FFC so both organisations can undertake their upgrades at the same time.

About the Business Plan 

The Local Government Act 1995 requires local government authorities to prepare a Business Plan prior to entering a major land transaction, addressing the expected effect on:

  • Provision of facilities and services
  • Finances
  • Ability to manage the undertaking or the performance of the transaction
  • Other persons providing facilities and services in the City
  • Matters referred to in the current plan prepared under the Local Government Act 1995

The Business Plan must be advertised for at least six weeks and during this time the public may make submissions on the proposal. Submissions will be considered before the plan is adopted.

    This proposal was advertised for public comment between 15 December 2022 and 26 January 2023. The City received two submissions.

    Thank you for your feedback.

    The submissions and a recommendation were presented to Council for consideration at the Ordinary Council Meeting on 9 February 2023. Considering the feedback and proposal, Council resolved to proceed with the Major Land transaction.
