Background
The City of Cockburn proposes entering a 'major land transaction' to expand Cockburn ARC. The City has prepared a Business Plan and invites you to make a submission on this proposal. The purpose of the Business Plan is to address the expected effect on:
- Provision of facilities and services
- Finances
- Ability to manage the undertaking or the performance of the transaction
- Other persons providing facilities and services in the City
- Matters referred to in the current plan prepared under the Local Government Act 1995
The City previously advertised this Business Plan for public comment in 2022. However, the initial estimated costs have changed due to global economic challenges, including high inflation, material shortages, and a tight labour force. The City is advertising this proposal again to reflect these changes.
About the Cockburn ARC expansion
Since Cockburn ARC opened in May 2017, attendance and membership numbers have far outweighed expectations. This is putting pressure on the health and fitness areas of the facility, with many members unable to access the equipment and classes regularly.
To meet current and future community needs, the City, in partnership with Fremantle Football Club (FFC), completed a feasibility study and preliminary concept design in 2020-21 for the ARC's expansion. This project involves upgrading City of Cockburn and FFC facilities, including expanding gym and body and mind studio floor space, relocating and modifying the main group fitness studio and indoor cycle studio, and relocating administration spaces to increase gym space. The FFC components include:
- A spectator seating area and public amenity.
- Gender-neutral change-rooms and amenities.
- Accessible toilets.
- A lift.
- A multi-purpose room.
The City proposes to partner with FFC so both organisations can undertake their upgrades at the same time.
