Background

The Coogee foreshore is a well-loved and popular recreational spot, especially during the summer season. The existing Coogee Beach Landscape Master Plan needs to be reviewed and updated, and we need your help to make sure we continue to provide you with the best beach front recreation area possible.

Now is your opportunity to share your thoughts about the future of Coogee.


What area does the Coogee Beach Land Use Master Plan include?

The study area for the Coogee Beach Land Use Master Plan can be seen below and in the Document Library. In general, the study area includes the land north of Poore Grove stretching to the southern end of North Coogee (Peri End), the stretch of Cockburn Road along the Coogee Beach and the informal parking to its East (near Coogee Community Hall) and includes the Coogee Beach Surf Life Saving Club, the Coogee Jetty, the Discovery Park caravan park, the Coogee Beach Café, tennis courts, parkland and car parks.

What is the City of Cockburn engaging the community about?

The City would like to hear from residents, visitors, and users of the area to understand what the community would like to see added or improved in the area, including the parkland area, recreation facilities and commercial opportunities (like improved food and beverage options).

How long will this project take?

The preparation of a Master Plan takes time. There are many steps and different stakeholders who need to contribute to the plan. It is expected that the Master Plan will be completed by mid-2025.

This includes community consultations and workshops at various stages. Please see the Phase One or Phase Two tabs for specific information about project stages.

Next Steps

Phase Two: December 2024 - February 2025

The main impact on the foreshore area is the need to progressively relocate infrastructure and activities away from the coastline. This approach will help manage erosion and preserve the natural landscape of the beach that everyone enjoys. This impacts the existing car park in the northern most part of the site, the café, the caravan park and the surf life saving club and community facility (SLSC).

The changes being proposed are:

Southern Precinct - Poore GroveOverall Northern Precinct - Powell Road
Enhancements to the SLSC car parking and buildingEnhanced parkland, more trees planted and protection of the dunesA new café development with integrated
changerooms and viewing platform over the water, next to a new and relocated playground area.
Modified vehicle and pedestrian access to the southA new north south pedestrian pathway along the coastlineConsolidation of the car parks in the north
Improved bicycling infrastructureNew accessible change rooms

Safer pathways and crossing points within the foreshore
Improved management of the overflow parking

In the longer term, the changes being proposed include formalisation of significant car parking on the east of Cockburn Road, followed by removal of some parking in the foreshore area and the upgrade of Cockburn Road to make it safer and more pedestrian friendly. It will also include a slightly modified caravan park access area, new road intersections into the foreshore and works to either protect or relocate the SLSC.

The significant changes proposed are supported by many other small proposals that all work together to respond to needs of the area.
