Background

Cockburn Coast Oval will be located on the corner of McTaggart Cove and Cockburn Road in North Coogee. In 2018 as part of the feedback received for the Western Suburbs Sporting Precinct Study, there was strong support for a new sporting field to be built in North Coogee.

As such, due to financial considerations and available resourcing, the project had been split into two stages:

  1. Stage 1 - development of a fully irrigated sports oval, car park, sports lighting and minor supporting amenities
  2. Stage 2 (scheduled for 2025/26) - development of a clubroom building.

What's Included

  • An oval and rectangular shaped sporting field to accommodate different sports
  • 38-car parking bays, including landscaping
  • Footpath connection to McTaggart Cove (Development WA are providing a temporary footpath connection along the western edge of the site)
  • Modular toilet amenity
  • Fencing on the perimeter for site security and to contain sports balls
  • Pre-lay of site services for the future building and sports standard lighting
  • A water tank (required to minimise saltwater intrusion on irrigated water due to the shallow 20m bore depth), which will incorporate public artwork
  • Preservation of the Heritage Fig Tree corridor (to be guided by arborist advice)
  • Landscaping.

Should construction costs be favourable, the City also aims to deliver (in order of priority)

  • Nature playground
  • Cricket nets
  • Carpark lighting
  • Sports standard lighting.

Engagement

The City undertook more focused community consultation in March 2020 and August and September 2021 with a view of enhancing and adding value to the existing concept design created in 2018. The City initially intended to construct Stage 1 in 2022 before designing Stage 2. However, the pre-tender estimate for Stage 1 exceeded the available budget due to the current global economic conditions of high inflation, high construction costs and a tight labour market.

What we did:

  • Published the designs and a feedback form on our Comment on Cockburn page
  • Held a drop-in information session in Barrow Park, North Coogee
  • Installed signs around North Coogee 
  • Emailed an e-newsletter to prior consultation participants and Comment on Cockburn subscribers who live in North Coogee 
  • Provided an e-newsletter to nearby resident associations to share with their networks
  • Emailed local sporting clubs
  • Wrote to residents and property owners within 500m of the site
  • Placed an advert in the Cockburn Gazette

The City will proceed with designing Stage 2 in the meantime, with the revised vision to build both stages simultaneously. Upon completion of the designs, the City will issue a public tender for construction.

The overall cost of the two staged project is $13.7M (including land acquisition costs). The initial amount allocated to Stage 1 delivery was $1.7M.

What our community said

The community's vision for Cockburn Coast Oval is a clean and accessible open space to enjoy formal and informal exercise, sport and play -

"We would love plenty of shade, trees, and access to essential amenities like water fountains and bins to keep it clean. Generally, nearby open spaces meet our needs quite well and we look forward to the opportunities this new facility presents the Cockburn coast community."

Project Updates

Following the initial consultations undertaken in 2018 and 2020, we prepared a draft design for stage one of the new sporting oval. The design includes a car park, playground, and other park amenities.
