The City of Cockburn previously advertised the Business Plan for the Lease of the Coogee Beach Caravan Park 3 Powell Road Coogee to Discovery Holiday Parks Pty Ltd.

Council resolved at the Ordinary Council meeting 10 June 2021 to proceed with the proposal subject to modifications to assist the tenants at the Coogee Beach Caravan Park.

Further statutory public advertising of the proposal is required under s3.58 of the Local Government Act 1995 allowing a period of 15 days to provide comments.

About the Lease

The Lease to Discovery Holiday Parks Pty Ltd includes:

  • a 21 year term, with an option to renew for a further 21 year term;
  • rent of $1,300,000 for years 1-3 of the lease, $1,150,000 for year 4, and thereafter the rent being the greater of the base rent of $300,000 or turnover rent;
  • $4,000,000 to be spent by Discovery Holiday Parks on assets on behalf of the City; and
  • clauses to assist the tenants of the Coogee Beach Caravan Park.

A recent valuation by a Licensed Valuer confirmed a value of $9,180,000.

The Business Plan that was previously advertised can be inspected at the City of Cockburn Administration offices at 9 Coleville Crescent, Spearwood.

    The City of Cockburn's proposed Lease to Discovery Holiday Parks Pty Ltd was advertised for 15 days, between 5 and 19 November 2021, in accordance with section 3.58 of the Local Government Act 1995.

    During this period, three submissions were received on the proposal. Submissions were compiled and presented in a report to Council for consideration at the 9 December 2021 Ordinary Council Meeting.

    At the meeting, Council made a decision to:

    1. Refer the draft Coogee Beach Caravan Park Lease (at Attachment 1) and the draft Surrender of Lease – Coogee Beach Caravan Park (at Attachment 2) to the Department of Planning Lands and Heritage seeking the Minster for Lands consent to both documents;
    2. Delegate authority to the Chief Executive Officer, subject to the Minister’s consent, to finalise and enter into:
      1. The lease for the Coogee Beach Caravan Park with Discovery Holiday Parks Pty Ltd substantially in the form attached,
      2. The surrender of lease by Colorado Parks Land Co Pty Ltd (Colorado) of the existing lease over the Coogee Beach Caravan Park substantially in the form attached
