The City’s vision is to continue providing a vibrant, healthy, safe, inclusive and connected community. In 2021 we asked our community how safe they feel in Cockburn and ideas for reducing crime and enhancing safety.
We listened to this feedback and in consultation with leading criminologists from Edith Cowan University (ECU), have formulated a draft Community Safety and Crime Prevention Plan for 2022-2027. Before the City finalises and presents this plan to Council, we want your feedback.

We listened to this feedback and in consultation with leading criminologists from Edith Cowan University (ECU), have formulated a draft Community Safety and Crime Prevention Plan for 2022-2027. Before the City finalises and presents this plan to Council, we want your feedback.
About the draft plan
The City is a leader in the community safety and crime prevention space and has completed many sector-first initiatives to benefit the community. The draft Community Safety and Crime Prevention Plan was developed considering the City’s existing operations, independent research by leading academia in criminology, an annual community survey and past community and stakeholder consultation findings.
The plan outlines new actions and initiatives we will take to continue making Cockburn a true leader in community safety and enhancing security for our residents, businesses, and visitors. The plan's actions are in addition to the City's business-as-usual activities.

The City’s plan for a safer Cockburn is finalised and underway after receiving unanimous support from Council at their meeting in March 2023, leading to its adoption.
Changes to the draft
After releasing the draft plan for community feedback in late 2022, the City made several changes before presenting the final plan to Council:
- Increased the budget for CCTV implementation
- Expanded CCTV coverage by including new areas and removing those already funded for CCTV
- Minor wording changes.
About the plan
Some of the key actions in the plan include:
- Facilitating a mentoring program between CoSafe and youth
- Providing an Aboriginal ranger traineeship program
- Funding the expansion of mobile CCTV cameras fleet
- Providing a residential home subsidy or purchase scheme for the installation of residential CCTV systems
- Advocating for increased Police resources within the Cockburn area
- Advocating for increased accountability of damaged and graffiti impacted infrastructure
- Working with primary and secondary schools to increase youth awareness of community safety, including programs and services.

The City recently asked the community for feedback on our draft plan for a safer Cockburn. We heard from 26 residents and key stakeholders during the 55-day comment period. Participants shared feedback via email and our online and hard copy forms. Thank you to everyone who participated.
What our community said
- Most (68.5%) of Feedback Form respondents are satisfied or very satisfied with the draft plan, 21% are neither satisfied nor dissatisfied, and 10.5% are very dissatisfied.

The top three initiatives respondents like most are:
- Residential home subsidy or purchase scheme for the installation of residential CCTV systems (19%)
- Aboriginal ranger traineeship program (15%)
- CCTV initiatives (11.5%).

The top three modifications respondents would make to the plan are the following:
- Expand the CCTV network to additional suburbs (15%)
- Expand Aboriginal ranger and other traineeship opportunities (8%)
- Retain some physical presence and patrols on the streets (4%).

The top three matters respondents felt were missing from the plan include:
- Urban planning initiatives such as reviewing fence set-back rules, supporting multi-use zoning, and building walkable cities (15%)
- Enhancing physical presence and patrols on the streets (11.5%)
- Education initiatives such as 'positive choice' programs for parents, and 'how to strengthen security' workshops for small businesses (7.5%).
- A handful of respondents (15%) commended the plan's presentation noting it was clear, sufficiently detailed and transparent. However, one respondent suggested the City could provide definitions for the "short, mid and long term" timeframes referenced in the plan.
- Three submissions were from stakeholders mentioned in the plan's proposed actions. These stakeholders noted support for the plan's overall vision. However, two suggested wording changes to objectives (1.2 and 4.3). Refer to Appendix A of the Feedback Summary for further details on stakeholder submissions.

What will happen next?
The City will review feedback alongside various considerations such as budget, resources and scope of jurisdiction as officers review and finalise the plan. The City will present the final plan to Council for consideration and adoption in March 2023 and, once approved, will publish it on the City of Cockburn website.

In late 2021 we invited residents, volunteers and businesses to share their views on safety and crime prevention in Cockburn. We heard from 909 people of all ages, from all over the City.
Participants took part in focus groups, interviews and an online survey. The feedback you provided is being reviewed and will be used alongside data, research and key stakeholder recommendations, to shape our new Community Safety and Crime Prevention Plan.
Key feedback themes included:
- a desire for greater police presence in the community
- targeted and proactive CoSafe patrols
- greater communication and accountability
- CCTV and more facilities and amenities in outer suburbs.

What will happen next?
We are now preparing a new Community Safety Crime Prevention Strategy. A draft will be created and shared with our community for further feedback. In the meantime, visit the City of Cockburn website to learn more about our current community safety and crime prevention initiatives in Cockburn.
