Is the proposed surf park a City of Cockburn project?

    This is not a City of Cockburn project, it is a collaboration effort between the Western Australian State Government and äventuur.

    Who owns the land?

    The land is owned by the Western Australian Planning Commission (WAPC).

    What is the City’s role in this planning application?

    The City's role is to assess the application in its entirety, and provide the Development Assessment Panel a recommendation, of which they will make the final determination.

    The City is advertising this as required under Planning and Development (Local Planning Schemes) Regulations 2015. As per the regulations, the City is required to advertise the application to those within 200m of the development for a period of 14 days.

    What is a Development Assessment Panel?

    The Development Assessment Panel (DAP) preside over various Regions of the State. The panel is generally made up of members with various backgrounds in architecture, planning, development etc. They report directly to the Minister for Planning and DAP make the final determination on DAP applications. 

    The City is required to assess the application and write a Responsible Authority Report (RAR) providing a recommendation to the DAP’s. A meeting is then convened to which the DAP makes a final determination on the application. More information can be found on the WA Government website.

    Who will make the final decision on this application?

    The final determination will be made by the Development Assessment Panel.
