Background
The City of Cockburn has received a planning application for the ‘Hammond Park Neighbourhood Centre’ at Lots 9043, 9053, and 305 (No. 111) Whadjuk Drive. Comments on this proposal are invited from the community.
About this application
The City is required to advertise this application as certain land uses (Liquor Store, Health Studio and Restaurant) require an opportunity for community feedback under the City's Town Planning Scheme 3.
The proposed development includes a main shopping building incorporating:
- A ‘Woolworths’ supermarket
- Liquor store
- Food/beverage
- Speciality retail tenancies
- Two standalone fast-food outlets*
- Associated signage
- Access ways
- Parking areas
- Landscaping
*This application seeks approval for the fast-food land uses only. It does not include the actual development of said fast-food sites and would be subject to a future application.

Traffic management
Vehicle access to the site will be provided via one crossover to Whadjuk Drive and two crossovers to Wattleup Road.
The core shopping centre building's loading, delivery, and storage areas will be provided at the western and southern sides. Loading bays specific to the standalone fast-food outlets are provided adjacent to those buildings. Delivery vehicles will enter the site via the western crossover on Wattleup Road.

About the assessment process
The City is not the determining body for this application.
At the end of the advertising period, the City will collate comments and prepare a Schedule of Submissions. The City will assess the application, considering the submissions and planning guidelines before making a recommendation to the Joint Development Assessment Panel (JDAP). The JDAP will decide the outcome of this planning application.
A Development Assessment Panel (DAP) is an independent decision-making body comprised of technical experts and elected local government members. These panels determine development applications made under local and regional planning schemes in the place of the original decision maker.
