The City of Cockburn is working on its Local Planning Strategy which sets out how land within the City will be used and developed in the future. With our growing population, there is increasing demand for employment and infrastructure like transport, housing, and space for recreation. Our Local Planning Strategy allows us to decide what land will be used for what purpose to accommodate our growing needs. We have prepared a draft strategy and we want to hear your feedback.

Our Local Planning Strategy allows us to decide what land will be used for what purpose to accommodate our growing needs. We have prepared a draft strategy and we want to hear your feedback.
What we heard so far
We created the draft strategy considering the community feedback we received during workshops and consultation papers in 2017-18, alongside the Western Australian Government's Perth and Peel @ 3.5 million framework.

The City presented the Draft Local Planning Strategy to Council at the April 2023 Ordinary Council Meeting. Council considered the draft alongside the public submissions and Officer’s recommendation.
Council decided to endorse the Strategy, subject to 60 modifications. To view the modifications and meeting minutes, please visit the Document Library.
Next steps
The City will present the revised Strategy to the Western Australian Planning Commission (WAPC) for final consideration and final approval. Any further changes to the Strategy are at the discretion of the WAPC, who are the final decision maker. The City will publish the final Local Planning Strategy on the City of Cockburn website when available.

The City of Cockburn recently asked the community for feedback on our draft Local Planning Strategy, which sets our long-term vision for how land within Cockburn will be used and developed in the future.
This page attracted 3850 visits, and we received input from 241 people. Thank you to everyone who read the draft and provided feedback during last year's comment period between September and November.
What we did
The City has reviewed and considered all submissions and recommends changes to the draft Strategy. These changes consider the State Planning Framework alongside key findings from the feedback period.
The City will present the submissions, proposed changes, and its recommendations in a report to Council for consideration at the next Ordinary Meeting of Council.
This meeting commences 7pm on Thursday, 13 April 2023, at the City of Cockburn Council Chambers (9 Coleville Crescent, Spearwood). Read a copy of the report in the Meeting Agenda, available from Friday, 7 April, on the Agenda and Minutes section of the City of Cockburn website.
Ask a question or make a deputation to Council
Anyone can attend the Ordinary Meeting of Council in person or online via live stream.
At the meeting, members of the public may ask questions or address a short deputation to Council, however you must lodge a request by 5pm the day before the meeting. To find out more visit the City’s website:

After Council has decided to approve or amend the draft Strategy, the City will submit the Strategy and a copy of the submissions to the Western Australian Planning Commission (WAPC) for consideration and final approval.
