Centres and Commercial Areas - What does the draft Strategy propose?

    From small neighbourhood centres through to Cockburn Central Activity Centre, the City’s activity centres will be key focal points for commercial and social activity to meet the needs of the community.   

    We want them to be thriving community hubs that provide jobs close to where people live, and that are easily accessible by walking, cycling and public transport.  They should be well-designed and contribute positively to neighbourhood character.

    Below are the key points in the draft Local Planning Strategy for activity centres and commercial areas: 

    What’s in the draft Local Planning Strategy? 

    Why? 

    The City’s existing activity centres will meet the needs of the community into the future with only minor changes. 

    • Analysis has identified that the existing activity centres are located to meet the needs of the community, with only a few minor changes to be further explored through the review of the Local Commercial and Activity Centre Strategy. 

    Commercial uses focussed within activity centres and limited outside of centres. 

    • To ensure that centres are successful and meet the needs of the community. 

    • To provide local employment opportunities in areas that are easy to get to.  

    • To ensure residential areas are not negatively impacted by inappropriate commercial uses. 

    The Local Commercial and Activity Centres Strategy will be reviewed to create guidelines for centres and commercial uses. 

    • To ensure activity centres contribute positively to the City’s character. 

    • To identify guidelines for activity centres to include elements that strengthen their role as a community hub. 


    Local Area Plans will identify opportunities to support and enhance centres. 

     

    • To improve accessibility and connection to centres. 

    • To improve safety and security. 

    • To identify opportunities to collaborate with landowners and business owners of activity centres. 

    Cockburn Central East to provide commercial and/or light industrial uses. 

    • To diversify an employment base of around 40,000 jobs by 2036. 


    Advocate for Cockburn Central to be elevated to a Strategic Metropolitan Centre 


    To meet the needs of the community and provide a wide range of employment opportunities.

    Work with government agencies and service providers to undertake a servicing study confirming infrastructure capacity to cater to growth needs. 

    • To identify infrastructure improvements to support businesses. 

    • To provide better public transport access to industrial areas. 

    • To provide for infill sewerage to support business needs.
