Harvest Lakes Traffic Management

The City is responding to community concerns about traffic management issues around Lyon and Gibbs Roads in Harvest Lakes, where buses, pedestrians, cyclists and motorists interact as local residents, shoppers, business owners and employees.

Previous Consultation:

This project has involved consultation over many months with residents groups, businesses, the shopping centre owner, Main Roads WA and the Public Transport Authority.

Harvest Lakes Residents Association raised the issue of safety with the City, particularly hazards associated with pedestrians crossing Lyon Road. In June 2017, the City's Engineers met with residents groups - Community of Aubin Grove and Harvest Lakes Residents Association - to discuss the situation. An online survey of local residents and businesses was conducted in July 2017. The City installed temporary security cameras to record the traffic, and the shopping centre owners commissioned a traffic assessment impact report. The outcome of the recordings and your feedback were presented at a community meeting on 30 August 2017 at the Harvest Lakes Community Centre. See notes from meeting.

The City developed a proposed traffic solution, which included:

• A zebra crossing (crosswalk)
• Bus stops
• Removal of all parking bays outside the shops

In January 2018, the City's Engineer and Community Engagement Officer visited businesses in Lyon Road to ask their views about the proposed traffic solution. The results were shared with residents at a meeting in February 2018.

You Said:

• We need to protect pedestrian safety
• We need to keep Lyon Road open and not create a mall
• Request to change the merging situation on Gibbs Road
• Motorists face several rotations of traffic lights to get through the intersection
• Suggestions to reduce or modify the parking bays in Lyon Road

Next Steps:

City Engineers provided detailed design requirements to the Public Transport Authority and Main Roads WA to proceed with the changes.

There was strong support from many parties for installing a pedestrian crossing, however Main Roads WA requires the City to remove some parking bays along Lyon Road to improve visibility for motorists approaching the crossing.

The aim is to improve safety and traffic flow along Lyon Road. Once considered by Council, further design work will begin to refine the parking arrangements.
