The City is seeking feedback on proposed amendments to Local Planning Policy 5.9 – Renewable Energy Systems. 

The proposed amendments to LPP5.9 aim to:

  • Further facilitate sustainable developments in the City
  • Minimise unnecessary red-tape to small-scaled developments
  • Improve clarity for developers and the community.

The intent of LPP5.9 effectively remains the same but the scope and allowances of the policy have been expanded upon. The policy now includes greater allowances to construct the following without the need for a planning approval:

  • Solar panels
  • Rainwater tanks
  • Wind turbines
  • Similar renewable energy systems.

    Thank you for your interest in this Local Planning Policy (LPP) amendment. The proposed amendments were advertised for public comment between 21 October 2021 and 11 November 2022.

    The City received two (2) submissions on this matter. The submissions were factored in as part of the proposed amendments against the planning framework, with some minor modifications made. The proposed amendments along with the submissions received was then presented to the Delegated Authorities Policies & Position Statements (DAPPs) panel on 17 February 2022.

    The Panel resolved to accept the amendments made to LPP 5.9 and was then approved by Council at its Ordinary Council Meeting on 10 March 2022.

    The amendments are now part of the adopted planning policy and are in effect. The policy can be viewed on the City’s website.
