Proposed Scheme Amendment No. 130: 'Mixed Use' Area of Harvest Lakes Structure Plan

Background

The City is seeking community feedback on proposed Scheme Amendment 130 which seeks to include zoning information currently shown on the Harvest Lakes Structure Plan into the Town Planning Scheme now that the area has been developed.

The purpose of a Structure Plan is to guide subdivision and development of new areas, and once the roads, reserves, and lots have been created (and houses have been built) the Structure Plan in most cases no longer serves a purpose.

For most of Harvest Lakes the zonings shown on the Structure Plan will be the same zones included in the Scheme which is simply an administrative change. However, there are some properties currently identified as ‘Mixed Use – R40’ and these lots are proposed to be included as 'Residential R40'.

In 2005 when the Structure Plan was adopted the original idea behind this ‘Mixed Use’ area was to provide an opportunity for a mix of land uses such as housing, offices, and commercial uses near the local centre (now the Harvest Lakes Shopping Centre). However, all of this area has now been developed with conventional residential lots. This is why the City was proposing to zone these lots ‘Residential R40’. This is considered to be more appropriate than a ‘Mixed Use R40’ zoning, given that the area has been developed with houses, not as a ‘Mixed Use’ area.

    At its meeting on 12 September 2019 (OCM Minutes 12/09/19) Council resolved to recommend approval to the Western Australian Planning Commission.

    The Hon Minister for Planning approved the amendment subject to modifications on 15 December 2020.
