Local Planning Strategy: Planning Cockburn – Our City 2036

Consultation has concluded

The City is working on a new Local Planning Strategy that will guide how the City will manage growth and change in land use and development over the next 10 to 15 years.   It will also guide the preparation of a new local planning scheme that will replace Town Planning Scheme No.3.

Council adopted a draft Local Planning Strategy at the  8 October 2020  meeting, and it was subsequently referred to the Western Australian Planning Commission (WAPC) for certification/consent to advertise.

At their meeting on 14 June 2022, the WAPC Statutory Planning Committee (SPC) certified the Draft City of Cockburn Local Planning Strategy for advertising, subject to modifications.

The City has now made the modifications and is awaiting confirmation from the WAPC and finalising the engagement timeframes for the formal advertising of the project.

Progressing the Local Planning Strategy will involve the following steps:

  • Formal advertising of draft Local Planning Strategy, anticipated to be later this year
  • Consideration of submissions
  • Presentation of Local Planning Strategy to Council for support and referral to WAPC for final endorsement.

Progressing the Local Planning Strategy will involve the following steps:

  • 2022 - Formal advertising of draft Local Planning Strategy (following WAPC certification/consent to advertise) - which will include extensive community and stakeholder engagement
  • Consideration of submissions
  • Presentation of Local Planning Strategy to Council for support and referral to WAPC for endorsement.

Workshops (August/September 2018)

As part of preliminary consultation, we hosted workshops to discuss key issues affecting our City so we can together continue Planning Cockburn. Select the workshops areas below to read more including copies of the presentations given at the workshops:

  3. Rural Living zone (Beeliar)

  4. Resource zone (Banjup and Treeby - not in planning investigation area)

  6. Munster (west of Stock Road)

  7. Bibra Lake (industrial) & Jandakot (industrial) - west of Freeway
