Each year, the income and expenses for all City services and facilities are calculated with the net cost raised from revenue streams such as rates, grants, fees and fines. After accounting for other revenue streams, the remainder required for the upcoming financial year from rates is called a ‘net funding shortfall’.

A net funding shortfall does not mean that the City has overspent by that amount. The City needs to raise $133.8M from rates in 2024/2025 to continue providing services such as libraries, waste management, Seniors services, and roads and community infrastructure upgrades and maintenance.
