Background

Local governments collect rates from properties in their area to help fund the important services and facilities that benefit residents, homeowners, businesses, and visitors.

Your rates contribute directly to the services and facilities available in your community, including public parks, local roads, streetscapes, waste collection, recreation and aquatic centres, community and sporting venues, libraries, and public events.

Please see information on the Notice of Intention to Levy Differential Rates, including the rates in the dollar and minimum payments for each rating category, below.

In preparing the differential rates and minimum payments for 2025-26, the City has used the following rates modelling assumptions to ensure we can deliver these essential services and projects to our community:

  • Residential Improved properties – 3.5 per cent increase in the rate-in-the-dollar and minimum payment
  • Vacant land – 4.5 per cent increase in the rate-in-the-dollar and minimum payment
  • Rural General Improved rated properties – 4.5 per cent increase in the rate-in-the-dollar and minimum payment
  • Commercial and Industrial properties (including caravan parks) – 4.5 per cent increase in the rate-in-the-dollar and minimum payment.

In accordance with Section 6.36 of the Local Government Act 1995, notice is hereby given of the intention of the City of Cockburn to adopt the following rates in the dollar and minimum payments for each rating category in the 2025-26 financial year.

The City invites you to look at our Draft Capital Works Budget for the 2025-26 financial year and we encourage you to share your feedback.

This financial year, the City has recognised a number of projects and works that are important to community. Funding will contribute to revitalising and renewing roads, buildings, parks, and upgrading our much-needed community facilities.

The budget includes:

  • Cockburn Coast Oval land purchase $11.4m
  • Beale Park Redevelopment $8.14m (Total cost of $13.31m with balance in FY27 budget)
  • Enhancement of our natural areas, parks, and playgrounds $7.34m
  • Road safety improvements $6.1m
  • Road resurfacing $5.1m
  • Building improvements in our parks, reserves, sporting grounds and facilities $4.6m
  • Rockingham Road Revitalisation $2.69m
  • Upgrade Manning Park Playground $2.29m
  • Cockburn ARC asset renewal and replacement $2.1m
  • Pathway renewals and new installations $1.8m
  • Improvements and environmental management of the Cockburn Resource Recovery Park $463,000
  • CCTV $406,000
  • Upgrades to the Animal Management Facility $322,000.

The Draft Capital Works Budget will undergo deliberation by Council at the June Special Council Meeting, so it may be subject to change.
