The City is advertising a minor change to our Town Planning Scheme. This change is needed so our land zonings in sections of Treeby are consistent with the Western Australian government's zonings.

About the proposed change

The Western Australian government recently updated their document (Metropolitan Region Scheme) which identifies how land can generally be used in the Perth metropolitan area. 

The zoning in some parts of Treeby (portions of Lot 5131 Jandakot Road and Lot 705 Armadale Road) were changed from 'Rural - Water Protection ' to 'Urban' under the Metropolitan Region Scheme.

The City is advertising a minor change to our Town Planning Scheme. This change is needed so our land zonings in sections of Treeby are consistent with the Western Australian government's zonings.

About the proposed change

The Western Australian government recently updated their document (Metropolitan Region Scheme) which identifies how land can generally be used in the Perth metropolitan area. 

The zoning in some parts of Treeby (portions of Lot 5131 Jandakot Road and Lot 705 Armadale Road) were changed from 'Rural - Water Protection ' to 'Urban' under the Metropolitan Region Scheme. 

We are required to follow the land uses outlined by the State Government and therefore have to make some updates to our documents to ensure we are compliant. 

Specifically, an amendment to our Town Planning Scheme is required, including updating the lot classification from ‘Resource’ to ‘Development’ on the Scheme Map. The specific changes are detailed here. This means that this land can be developed for other means like residential housing, instead of resource purposes (the site was formerly a brick quarry). 

Any amendments to the Town Planning Scheme must be advertised to the public, who can make comments on the proposal in the form of a submission.

    The Minister for Planning approved the Scheme Amendment on 8 March 2022 and it was published in the Government Gazette on 18 March 2022.

    This proposal was advertised for public comment period between 18 August and 30 September 2021. The City received 13 submissions on this proposal.


    Submissions were compiled, alongside relevant planning considerations, and presented in a report to Council at the Ordinary Council Meeting (OCM) on 11 November 2021. At is OCM, Council resolved to recommended approval to the Western Australian Planning Commission (WAPC) subject to modifications. Minutes of this meeting can be found on the City’s website here.
