About this application

A structure plan coordinates the future development of land; what it will be developed for, and where infrastructure will go. If approved, this structure plan will enable the landowner to subdivide and develop lots consistent with the principles within the structure plan. 

This application proposes: 

  • A residential coding of ‘R30’, providing for 46 residential lots

About this application

A structure plan coordinates the future development of land; what it will be developed for, and where infrastructure will go. If approved, this structure plan will enable the landowner to subdivide and develop lots consistent with the principles within the structure plan. 

This application proposes: 

  • A residential coding of ‘R30’, providing for 46 residential lots
  • One public open space reserve of 2410m² in area
  • An internal road network, with access to the site from Barfield Road.

The plan is guided by technical appendices that address aspects of the proposal including engineering design, traffic impact, environmental management and bushfire management.

What will happen next?

After the comment period, the City's Technical Officers will make a recommendation for Council to consider. This recommendation takes into account a range of considerations, including planning guidelines and community feedback. Following a Council decision, the application will proceed to the State Government (Western Australian Planning Commission) for final determination on whether it should or should not proceed.

    The Western Australian Planning Commission approved the Lot 28 (No.157) Barfield Road, Hammond Park Structure Plan on 23 January 2024.

    At the Ordinary Council Meeting on 11 May 2023, Council considered this application alongside the public submissions and Officer recommendation. Council recommended the Western Australian Planning Commission (WAPC) approve the application subject to a number of modifications recommended by City officers.

    These modifications are minor updates in response to community feedback and matters relating to public open space, power line revegetation and the land transfer process.     The City advertised this application for public comment between 5 January and 16 February 2023 and received 14 submissions.

    The City will present a report, including the submissions and a recommendation, to Council at the 11 May 2023 Ordinary Council Meeting (OCM), commencing 7pm. The public is welcome to attend in person or via live stream. For more information, please visit the City of Cockburn website.

    Following the Council meeting, the City will provide a report including the submissions and Council’s resolution to the Western Australian Planning Commission (WAPC) for consideration. The WAPC will make the final decision on this application.
