The City of Cockburn has received an application to amend the ‘Lots 705 and 707 Armadale Road - Treeby Structure Plan’. This plan relates to Lot 9100 (No.432) Torwood Avenue, Treeby. 

The City’s role is to assess this planning application against the planning framework and decide on an outcome. As part of this process, the community are invited to review the planning application documents and provide their feedback. The City will consider feedback alongside the planning framework when assessing the application.

About this application

  • The structure plan amendment seeks to re-zone a part (5416m²) of Lot 9100 Torwood Avenue (formerly known as 705 and 707 Armadale Road) from 'Public Open Space' to 'Local Centre'.
  • The amendment is proposed to facilitate development of a future childcare centre on the site, which is not possible on a ‘Public Open Space’ reserve.

What will happen next?

After the comment period, the City officers will make a recommendation for Council to consider. This recommendation takes into account a range of considerations such as planning guidelines and community feedback. Following a Council decision, the application will proceed to the State Government (Western Australian Planning Commission) for final determination on whether it should or should not proceed.

    At its Ordinary Council Meeting on 8 June 2023, Council considered this application alongside the public submissions and Officer’s recommendation. Council recommends the Western Australian Planning Commission (WAPC) approve this application subject to a number of modifications recommended by City officers.

    These modifications include mapping and text updates to reflect current WAPC approvals and Aboriginal Cultural Heritage Act which comes into effect 1 July 2023.

    The City advertised this amendment for public comment between 26 January and 9 March 2023 and received five submissions.

    The City has reviewed the feedback alongside planning guidelines. The City will present the submissions and a recommendation in a report for Council consideration at the Ordinary Council Meeting (OCM) on Thursday, 8 June 2023. Following the OCM, Council’s recommendation will be presented to the Western Australian Planning Commission (WAPC) for consideration and a final decision.
