The City of Cockburn has received requests from residents to investigate traffic calming measures on Blackwood Avenue in Hamilton Hill. A traffic assessment was undertaken in April 2021 to better understand traffic conditions and guide our planning.

Findings

Findings from this traffic assessment included:

  • Average weekday traffic count: 1821 vehicles per day.
  • Average vehicle speed: 60km/h to 69km/h (up to 19km/h above the permitted speed limit).

Incident records were also reviewed which showed:

  • Six crashes, including:
    • one medical,
    • one hospital,
    • three major property damage, and
    • one minor property damage.

These findings place Blackwood Avenue in

These findings place Blackwood Avenue in "Criteria A" of the City's Local Area Traffic Management Investigation Policy. This means speed humps are recommended to reduce vehicle speeds and improve safety. Humps are also recommended on the adjacent road, Ely Street. For more information, please view the Frequently Asked Questions here.

Next steps

Speed humps will be installed at various locations along Blackwood Avenue and Ely Street in mid-2022. A draft design, showing the proposed hump locations, has been prepared. View the draft design here.

The City is seeking feedback from residents on the proposed design. At this stage, it is only a draft.

Comments will be considered in the final design. The City must also consider a range of site constraints and road design principles that limit the potential placement of speed humps and types of traffic calming devices used.

    Thank you for your feedback

In February 2022 a draft traffic calming design was developed. Nearby residents were invited to share feedback on the draft.

    Key outcomes

The City received feedback from 41 people. Approximately two thirds of respondents live on Blackwood Avenue and Ely Street, and one third live in the surrounding area.

Feedback has been considered alongside the budget and site constraints. As a result the following design modifications have been made:

    • Type of speed hump: Main Roads WA (MRWA) flat top plateau humps will be used to reduce impacts on cyclists, instead of standard Watts profile humps.
    • Separation line-marking: A separation line will be installed along the length of Blackwood Avenue. This is subject to Main Roads WA approval.
    • Kerbs: Kerbs will be installed at each device to prevent vehicles from navigating into the road reserve.

View the final design and a community feedback summary on this pages document library.

    Next steps

Works to install the speed humps are expected to be completed by mid-2023. Further notification will be provided to residents abutting the work area closer to the time.
