The City of Cockburn has initiated a Scheme Amendment to rezone the former Glen Iris Golf Course to a Development Zone. The City has also received a Structure Plan indicating how the landowner proposes to subdivide and develop the same land. Submissions on both proposals are now invited from the community.

About the proposed changes

The purpose of the scheme amendment is to:

  • Consolidate the zoning of the former golf course landholding into one ‘Development Zone’. 
  • The effect is that future subdivision and/or development must be guided by a Local Structure Plan.

The City of Cockburn has initiated a Scheme Amendment to rezone the former Glen Iris Golf Course to a Development Zone. The City has also received a Structure Plan indicating how the landowner proposes to subdivide and develop the same land. Submissions on both proposals are now invited from the community.

About the proposed changes

The purpose of the scheme amendment is to:

  • Consolidate the zoning of the former golf course landholding into one ‘Development Zone’. 
  • The effect is that future subdivision and/or development must be guided by a Local Structure Plan. 

Key elements of the draft Structure Plan include:

  • introduction of a new traffic-light controlled intersection (including adjustments to existing intersections) on Berrigan Drive;
  • an expanded Local Centre fronting the new entry road and Berrigan Drive; 
  • a base residential coding of R20, with provision for limited amounts of R30 and R40 development in select locations, delivering an estimated 550 residential lots;
  • approximately 12.3ha (24.9% gross area) of green space, including 20 new parks;
  • an option to consolidate areas of public open space with Prinsep Reserve, to allow a further oval to be delivered by the City (at a future point in time); and
  • a road movement network that is responsive to the unique shape and attributes of the site, inclusive of wider verges in some instances as one of a range of specialised interface treatments proposed to existing properties.

Following the public advertising period, City Officers will review the submissions and prepare a report to Council inclusive of a recommendation on a final determination. 

The proposals (including the Council adopted recommendation) will then be forwarded to the State Government for final determination. 

Please note that as the final decision makers, the Minister for Planning and WAPC (respectively), must consider, but are in no-way bound to determine either application in accordance with the City’s recommendation.

  • Community Forum Tuesday 14th June (6:30-8:00pm) 

Local residents interested in the proposal are encouraged to participate in an independently-moderated online forum, which will be held on Tuesday evening, 14 June, between 6:30 and 8:00pm. 

The forum will provide a high-level overview of the proposal, the statutory processes involved, and advice on where to best source information to consider and provide feedback on the proposal. 

The developer and local resident association have been invited to submit a short, pre-recorded video presentation. City Technical Staff will also be available to answer questions. 

Responses and pre-recorded videos will be published on the City of Cockburn website following the forum.
