The proposed changes are for the ‘Mixed Business’ precinct of the Robb Jetty Structure Plan area, seeking to ensure consistency between what is shown in the adopted structure plan for this area, and LPP 4.6.

The adopted Robb Jetty Structure Plan identifies residential uses as ‘X’ (not permitted) within the ‘Mixed Business’ zone. However currently LPP 4.6 shows mixed-use development for that area (including residential uses), conflicting with the Structure Plan. Given that the Structure Plan is clear that residential uses are not to be supported in the ‘Mixed Business’ precinct, the City is proposing changes to LPP 4.6 to ensure consistency with that.

What will happen next?

After the comment period, the City's Technical Officers will make a recommendation for Council to consider. This recommendation takes into account a range of considerations, including planning guidelines and community feedback. The Council is the final decision maker in this instance.

    Thank you for your interest in this proposal. The application was advertised for public comment between 25 February and 18 March 2022.


    The City received a total of three submissions during the advertising period. All submissions were assessed alongside relevant guidelines and regulations.


    A report containing the submissions was presented to Council at an Ordinary Council Meeting (OCM) on 12 May 2022. At this OCM the recommended amendments were adopted by Council.
