The City of Cockburn is proposing to amend the Local Planning Policy 5.19 (LPP 5.19) - Structure Plans and Mobile Telecommunications Infrastructure and invites submissions from the community.

In 2018, the City adopted Local Planning Policy 5.19 – Structure Plans & Telecommunications Infrastructure, to guide the development of mobile telecommunications infrastructure in the City’s growth areas.

In response to community concerns regarding mobile telecommunications coverage, particularly in growth areas, the City has prepared an amendment to this policy (now called Local Planning Policy 5.19 – Structure Plans & Mobile Telecommunications Infrastructure).

In response to community concerns regarding mobile telecommunications coverage, particularly in growth areas, the City has prepared an amendment to this policy (now called Local Planning Policy 5.19 – Structure Plans & Mobile Telecommunications Infrastructure).

The amended policy seeks to ensure Structure Plans, including Precinct Plans and District Structure Plans, identify sites suitable for mobile telecommunications infrastructure that meets the future needs of residents and businesses.

What will happen next

To guide the City's consideration of the proposed amendment, the City invites the community to submit comments. At the end of the comment period, the City reviews the feedback, alongside planning guidelines and policies, and submits a recommendation to Council.

    The City advertised this proposal for public comment between 30 March and 27 April 2023 and received one submission.

    As this proposal involves amending the City’s Local Planning Policy, the City’s Governance Committee must review it after the public comment period. The Committee includes a minimum of four Elected Members appointed by Council. The Committee is responsible for examining various governance-related matters, such as policies and local laws.

    The City presented a report on the proposal to the Committee, which recommended Council approve the bid.

    Council considered and endorsed the Committee’s recommendation at their meeting on 13 July 2023.
