About the amendment

The City is proposing an amendment to Local Planning Policy 3.4 (LPP 3.4) - Service Stations and invites feedback from the community. 

The amendment responds to the proposed scheme changes as part of Omnibus Scheme Amendment No.157 to the City of Cockburn Town Planning Scheme No. 3. The proposed LPP 3.4 amendment will broaden the scope of the current policy by supporting decision makers to determine the suitability of a ‘Motor Vehicle Wash’ use in the Local Centre Zone. 

The proposed amendment will be referred to as the Local Planning Policy 3.4 – Service Stations and Motor

What will happen next

To guide the City's consideration of the proposed amendment, the City invites the community to submit comments. At the end of the comment period, the City reviews the feedback, alongside planning guidelines and policies, and submits a recommendation to Council.

    The Minister for Planning has approved the amendment (Scheme Amendment No. 157) to the City’s Town Planning Scheme No.3. With this approval, the City’s amended Local Planning Policy 3.4 - Service Stations and Motor Vehicle Wash Facilities is now finalised.

    The City advertised this proposal for public comment between 30 March and 27 April 2023 and received one submission.

    As this proposal involves amending the Local Planning Policy, the City presented the proposal to its Governance Committee for consideration. The Committee is responsible for examining various policies and local laws, and includes a minimum of four Elected Members appointed by Council.

    The Committee recommended that Council approve the proposal subject to potential amendments to the City’s Town Planning Scheme No.3 (Amendment No.157), which are currently awaiting the Minister for Planning’s review and endorsement. Council endorsed this recommendation at their meeting on 13 July 2023.
