What is a Local Planning Policy?

    A Local Planning Policy (LPP) is a set of specific rules which help to address a certain type of land use or development issue within a Scheme area.

    Local planning policies are a subset of Council policies that are prepared in accordance with Clauses 3, 4 and 5 of Schedule 2 of the Planning and Development (Local Planning Schemes) Regulations 2015. 

    Local Planning Policies help City officers form decisions, proponents address policy and application requirements, and for the public to better understand how the City determines development applications. 

    What does the current LPP3.4 cover?

    The current City of Cockburn Local Planning Policy 3.4 – Service Stations (LPP 3.4) covers and assists with the assessment and decision-making process for service station applications in the Scheme area.

    What are the changes included in this LPP Amendment?

    The proposed revision to the City of Cockburn Local Planning Policy 3.4 – Service Stations and Motor Vehicle Wash Facilities (LPP3.4) covers and assists with the assessment and decision-making process for service station applications and for motor vehicle wash (car wash) proposals.

    The revised LPP3.4 seeks to include reference to motor vehicle wash (car wash) proposals as well as service station proposals given that these uses are often co-located and have similar planning issues. 

    The change to the LPP3.4 is in response to the recent Omnibus Scheme Amendment No. 157 to the City of Cockburn Town Planning Scheme No.3 (TPS3) to address the change in the land use permissibility of motor vehicle wash uses in the Local Centre Zone.

    Why is the LPP Amendment advertised?

    Local planning policies are required to be made available for public comment for a minimum period of 21 days under Clause 5 (2), Schedule 3, Part 2 of the Planning and Development (Local Planning Schemes) Regulations 2015.

    LPP 3.4 Amendment is being advertised for 28 days from Thursday 30 March until Thursday 27 April 2023 at the discretion of the City. The City decided to include 7 additional days for the advertising period to allow for the Easter period. 

    How can I provide my comments?

    The closing date for submission is Thursday 27 April 2023. 

    Submissions can be made by any of the following methods:
