The City of Cockburn has received a proposal for a Structure Plan for land located at Lot 301 (No.221) Barfield Road, Hammond Park. Submissions on this proposal are invited from the community. 

About this application

A Structure Plan coordinates the future development of land; what it will be developed for, and where infrastructure will go. Once approved, this structure plan will enable the landowner to subdivide and develop lots consistent with the principles of the document. 

The Structure Plan is guided by specific technical appendices in support of the proposal in relation to engineering design, traffic impact, environmental management and bushfire management. These documents can be view in the document library.

This Structure Plan proposes:  

  • a residential coding of ‘R40’, providing for 40 residential lots; and 
  • one public open space reserve of 1447m² in area;
  • an internal road network, with access to the site from Barfield Road; and
  • a 3 metre high acoustic wall to mitigate the impact of traffic noise from Rowley Road.

What will happen next?

After the comment period, the City's Technical Officers will make a recommendation for Council to consider. This recommendation takes into account a range of considerations, including planning guidelines and community feedback. Following a Council decision, the application will proceed to the State Government (Western Australian Planning Commission) for final determination on whether it should or should not proceed.

    The Western Australian Planning Commission approved the Lot 301 (No. 221) Barfield Road, Hammond Park Structure Plan on 13 February 2024.

    A copy of the approved Structure Plan can be found on the WA government website.

    The public comment period was open from 21 April to 2 June 2022. A total of 17 submissions were received.

    The application is currently being assessed under the relevant planning framework. A report containing the submissions will be presented at a future Ordinary Council Meeting (OCM)

    Further Update

    At its meeting on 11 August 2022 (OCM Minutes 11/08/2022) Council resolved to recommend refusal to the Western Australian Planning Commission (WAPC). The application is currently with the WAPC for their determination.
