The City of Cockburn is proposing to amend Town Planning Scheme No. 3. This amendment involves adding the zones and reserves detailed in three Structure Plans within Development Areas 8 and 9 (Hammond Park/Success area) into the City's Town Planning Scheme, as these Structure Plans are no longer needed. The City invites the community to provide feedback on this proposal.

The City of Cockburn is proposing to amend Town Planning Scheme No. 3. This amendment involves adding the zones and reserves detailed in three Structure Plans within Development Areas 8 and 9 (Hammond Park/Success area) into the City's Town Planning Scheme, as these Structure Plans are no longer needed. The City invites the community to provide feedback on this proposal. 

About the amendment

Structure Plans are important tools for organising how land is divided and developed, especially in new, green-field areas. When a Structure Plan has done its job, its zones and reserves get transferred into the Town Planning Scheme, and the Structure Plan is revoked. This is called structure plan 'rationalisation,' and it helps the City keep control of development in line with what the community expects. 

The City must advertise any proposed amendments, which include zonings that don't directly match the approved structure plan.

Scheme Amendment 165 aims to rationalise parts of Development Area 8 and 9 along Russell and Gaebler Roads in Hammond Park and Success - west of the Kwinana Freeway (refer to the map in the Document Library). 

The amendment includes:

  • Rezoning various lots within ‘Development Area 8’ and ‘Development Area 9’ from ‘Development’ to ‘Mixed Use (R40)’ and ‘Local Centre’
  • Reclassifying land within ‘Development Area 8’ from the ‘Development’ zone to a local ‘Parks and Recreation’ and/or ‘Local Road’ reserve
  • Reclassifying land within ‘Development Area 8’ and ‘Development Area 9’ from ‘No Zone’ to a ‘Local Road’ reserve
  • Reducing the extent of the 'Development Area 8' special control area boundary and removing the entire remaining extent of the 'Development Area 9' special control area boundary to match the above changes
  • Modifying ‘Table 9 – Development Areas’ of the Scheme Text, by deleting some provisions of ‘Development Area 8’ and deleting ‘Development Area 9’ entirely.

What will happen next?

To guide the City's consideration of the proposed amendment, the City invites the community to submit comments. At the end of the comment period, the City reviews the feedback, alongside planning guidelines and policies, and submits a recommendation to Council. The Western Australian Planning Commission then reviews the proposal and Council's advice and makes a recommendation on final determination to the Minister for Planning.
