The City of Cockburn is proposing to amend Town Planning Scheme No. 3 and invites submissions from the community.


The City is proposing to amend its Town Planning Scheme No. 3 to ensure it complies with State Planning Policy 3.6 – Infrastructure Contributions. In considering and progressing the amendment, the City is required to advertise and provide an opportunity for the community to comment. 

At the end of the comment period, the City will review the submissions received and make a recommendation for Council to consider. Following Council’s consideration, the amendment, along with Council’s recommendation, is forwarded to the Western

The City is proposing to amend its Town Planning Scheme No. 3 to ensure it complies with State Planning Policy 3.6 – Infrastructure Contributions. In considering and progressing the amendment, the City is required to advertise and provide an opportunity for the community to comment. 

At the end of the comment period, the City will review the submissions received and make a recommendation for Council to consider. Following Council’s consideration, the amendment, along with Council’s recommendation, is forwarded to the Western Australian Planning Commission for consideration. The Minister for Planning is the final decision-maker on the proposed amendment. 

About the amendment

  • Amendment No. 156 to Town Planning Scheme No. 3 (TPS 3) proposes to introduce a ‘period of operation’ and ‘timing and priority’ of infrastructure delivery for several existing Development Contribution Plans (DCP).
  • Development contributions are payments made by developers to fund infrastructure, such as roads, parks and drainage, that is required to support future growth. There are a number of Development Contribution Plans covering areas within Cockburn. 
  • A 'period of operation' refers to the timeframe the DCP will operate.
  • A 'timing and priority' refers to when the funded infrastructure is expected to be delivered, based on its level of priority.
  • This amendment is required to ensure TPS 3 aligns with the requirements of State Planning Policy 3.6. Under this Policy, existing DCPs are required to be amended to establish a timeframe for which the DCP will operate and provide an indication of when funded infrastructure will be delivered.
