The City of Cockburn is proposing to amend various sections of Town Planning Scheme No. 3 and invites submissions from the community.

About the amendments

The City is proposing 11 changes to the Scheme, known as a Standard Omnibus Amendment. These changes aim to improve and clarify three matters within the Scheme. These include:

  • Landscaping requirements in car parking areas for commercial and industrial developments - The intent is to enhance the urban environment and provide shading and cooling by updating the minimum number of trees required in car parks in new commercial and industrial developments.
  • Changing the 'Motor Vehicle

About the amendments

The City is proposing 11 changes to the Scheme, known as a Standard Omnibus Amendment. These changes aim to improve and clarify three matters within the Scheme. These include:

  • Landscaping requirements in car parking areas for commercial and industrial developments - The intent is to enhance the urban environment and provide shading and cooling by updating the minimum number of trees required in car parks in new commercial and industrial developments.
  • Changing the 'Motor Vehicle Wash' land use from 'not permitted' to 'discretionary after advertising' in the Local Centre Zone - The City will be able to consider development applications for car washes in areas zoned 'Local Centre'.
  • Requirements for water supply (water tanks) for potable water and firefighting purposes for residential developments in the Rural, Resource and Rural Living Zones - The changes will bring the Scheme in line with the Guidelines for Bushfire Prone Areas under State Planning Policy 3.7 - Planning in Bushfire Prone Areas. The City can apply conditions and enforce compliance to ensure new developments in areas zoned Rural, Rural Living, and Resource have a water supply for potable water or firefighting.

The changes only apply to new developments in the identified zones.

What will happen next

To guide the City's consideration of the proposed amendment, the City invites the community to submit comments. At the end of the comment period, the City reviews the feedback, alongside planning guidelines and policies, and submits a recommendation to Council. The Western Australian Planning Commission then reviews the proposal and Council's advice and makes the final decision on behalf of the Minister for Planning.
