The City of Cockburn has received a Recreation and Leisure Traders Licence proposal to use two areas of the Coogee Beach and Jervoise Bay dog beach as temporary landing zones for skydiving. Comments from the community are invited on this proposal.

The City of Cockburn has received a Recreation and Leisure Traders Licence proposal to use two areas of the Coogee Beach and Jervoise Bay dog beach as temporary landing zones for skydiving. Comments from the community are invited on this proposal.

About this application

The proposal involves the temporary use of two separate 70x15m landing areas for recreational skydiving at either:

 Aerial maps and the application are available in the Document Library. 

Proposed beach usage and management 

One landing area will only be used each time. The purpose of having two areas is to allow a change in the landing zone in response to changing wind conditions.

The landing areas will be approximately 70m x 15m meters and positioned to have convenient access to the nearest road and/or car park via a beach access track. 

The landing area will be marked with signposts and enclosed by temporary posts and a rope to indicate the boundary and restrict public access during landing activities. For each skydive, the active landing site will only restrict access for 10-15 minuteswhile the alternate landing strip will remain unrestricted and available for public use. After the parachuter has landed, the public can then access and cross the landing site safely.  

The landing areas are temporary and do not involve any permanent fixtures or structures. The areas will be set up in the morning and removed after the day's last flight. The public can cross the temporary landing sites outside of jump times. 

A Ground Control Assistant (GCA) will be present at the landing area at all times to: 

  • Maintain safety between the public and landing skydivers 
  • Monitor wind and weather patterns around the landing area
  • Monitor air traffic in the vicinity of the beach
  • Maintain frequent communication with the other crew members throughout the day. 

Skydiving will only occur if the GCA has updated the plane by radio and given the all-clear that conditions on the ground are safe. 

After landing, the customers will return to their parked vehicles and leave the site.
