Project update: Council decision on project priorities

The Master Plan to guide a staged $26 million+ redevelopment of the Success Regional Recreation Reserve has been endorsed by the City of Cockburn Council at the Ordinary Council Meeting on 11 February 2025, subject to future funding.

The City is excited to be progressing the Success Reserve Master Plan and thanks our community again, for their involvement in the engagement. The redevelopment proposes 10 infrastructure proposals valued at nearly $14m and a $12m+ redeveloped community building.

During consultation for the Master Plan, it was recommended that any redevelopments occur in a staged approach and 11 projects in total were listed in order of priority.

The priority listing was:

  • Outdoor court sports floodlighting
  • DFES site planning and investigation
  • Small sporting infrastructure – including Australian rules football goal posts, 3 x 3 basketball pad/path connections, southern fence extension
  • Path lighting
  • Temporary overflow parking (if required)
  • Reserve sports lighting
  • Existing car park upgrade – including formalising parallel parking
  • Outdoor exercise area
  • Playspace upgrade
  • Four new netball courts and Hammond Road car park extension
  • Community building upgrade/extension.

An alternative motion was adopted by Council, which slightly amended the listing of priorities.

The revised priority listing is:

  • Overflow parking
  • Netball lights
  • Rugby lights
  • Building upgrades – to also include grandstand seating, sponsors’ seating, and investigate media platforms
  • Carpark upgrades
  • Exercise equipment
  • Path lighting
  • Playground
  • Footy goals et al
  • Department of Fire and Emergency Services site plan
  • New courts and carpark.

The reason for the re-prioritisation of these items was to better reflect the priorities of Rugby WA and the Southern Lions Rugby Union Football Club (SLRUFC), per the consultation, as SLRUFC is one of the main users of the facility.

Community will be further engaged on individual components of the Success Reserve upgrades as they are progressed, with each priority requiring individual budget considerations and approvals, which may include external grant funding.

It is planned that the overarching Master Plan for Success Reserve will serve as a long-term guiding document for improvements to the precinct over the coming years.
