What is the project history?

    The City received a request from the South Beach Community Group to install a zebra crossing at the Barrow Crescent pedestrian crossing in North Coogee. However, this location does not meet the Main Roads WA requirements for a zebra crossing and therefore cannot be supported. 

    The City committed to investigating alternative options and undertook a site assessment. 

    This assessment found that pedestrian sight-lines are below the Austroads Guidelines due to the vehicle speeds at this location. 

    The City has prepared two traffic calming solutions for community feedback, including speed humps and a raised safety platform.  

    Community feedback will be considered alongside project constraints, such as budget and the need to improve pedestrian conditions, to guide final decision making. 

    Why are traffic calming devices required?

    Survey data collected during the traffic assessment period (24 and 27 October 2019) found 81 and 116 pedestrians crossed the road in the vicinity of the pedestrian crossing. Sight distance for pedestrians (which includes people who use an A80 wheelchair) was found to be below the recommended Austroads guidelines. The City has a responsibility to improve safety for pedestrians.

    What assessments have been done on traffic volumes?

    The City continues to monitor traffic in the area. Traffic surveys were undertaken on Heirisson Way and South Beach Promenade in October and November 2021. 

    The surveys found vehicle numbers travelling through the area to Fremantle are within the appropriate levels for residential access roads. 

    Further surveys were conducted in February 2022 to allow for potential seasonal variation, these surveys confirmed the previous finding. 

    Note that the introduction of additional traffic calming measures, such as speed humps, may discourage future through traffic as suggested by the Main Roads Local Area Traffic Management Guidelines.

    What other changes are needed to accommodate changed traffic conditions?

    For the safety of all road users and to meet standards, additional streetlighting and signage may be required. Refer to the design diagrams in the Document Library for further information. 

    Lighting improvements will be installed in compliance with Australian Standard 1158, which considers appropriate levels of luminance and measures to mitigate light spillage. 

    How will my feedback be used?

    Community feedback will be considered alongside project constraints in the decision making process. Examples of project constraints include compliance with road design standards, the built environment, budget and Council policies.

    What will happen next?

    After the feedback period, comments will be considered. The City intends to implement the preferred traffic design for Barrow Crescent.
