Community Infrastructure Plan - Endorsed

The City of Cockburn's updated Community Infrastructure Plan (CIP) provides a strategic framework for delivering sustainable, multi-functional infrastructure to address service gaps and meet the needs of a growing population. Previously called the Community, Sport, and Recreation Facilities Plan (2018–2033), the CIP reflects the City’s long-term vision for infrastructure development over the next 17 years, with 26 major projects and five planning studies prioritised through a rigorous needs analysis. Funding for these projects will come from a combination of internal resources, external grants, and partnerships.


The Draft CIP was initially presented to Council during the Ordinary Council Meeting on Tuesday, 11 June 2024, where it received endorsement. Following a public comment period that invited community feedback, the final version was presented to Council on 12 November 2024, where it was officially adopted.

Draft Plan Engagement

About the draft plan

In 2023, the City undertook extensive community engagement on the Community, Sport and Recreation Facilities Plan (renamed the Community Infrastructure Plan). The City received feedback from a variety of community members and representatives of various sporting clubs and groups and has considered this feedback accordingly, incorporating it into a draft Community Infrastructure Plan. The plan outlines what facilities (mainly over $500,000) the community needs now and in future years. The Draft Community Infrastructure Plan was endorsed by Council at the June 2024 Ordinary Council Meeting.

The plan does not include:

  • New or upgraded community infrastructure estimated under $500,000
  • Isolated new or upgraded community infrastructure (e.g. sports lighting; however these are generally considered as part of the broader proposal in the plan)
  • Transport infrastructure (e.g. footpaths, bus stops, road and cycle networks etc.)
  • Streetscapes, local parks and open spaces (e.g. dog exercise areas, park furniture, playgrounds, beaches, bushland etc.)
  • Community services (e.g. waste management, community events, etc.)
  • Urban planning, businesses, and services (e.g. shops, restaurants, childcare centres, residential developments, etc.)
  • State-owned facilities (e.g. schools, Police, health services, public transport, power infrastructure etc.)

At this stage, the plan is only draft. Before being finalised, the City is seeking your feedback, comments or questions to help in the final review.

Your feedback will be used, alongside other considerations, to inform the final version of the plan.

Next steps

Following consultation, City Officers will review, amend and finalise the plan. The plan will then be presented to Council for endorsement and adoption.
