WAPC Changes - What changes did the WAPC ask for?

    The Draft Local Planning Strategy was adopted by Council at the 9 October 2020 meeting and was subsequently forwarded to the Western Australian Planning Commission (WAPC) for their certification to advertise. 

    You may notice that the draft Local Planning Strategy that is now being advertised looks different from the document that was adopted by Council.  

    Most of the changes are minor and relate to the format and terminology to align with the new Local Planning Strategy Guidelines (October 2021) that were adopted after the City’s draft Local Planning Strategy was prepared.  Other changes ensurmore clear alignment with Perth and Peel @3.5million.  Some changes simplify and consolidate the actions to streamline the document, and others ensure the Strategy remains ‘high level’.  There are some advocacy items that have been removed where they do not directly relate to land use planning actions - these are still actions the City intends to undertake. 

    It is important to note that the document is a draft for the purposes of consultation, and all comments will be carefully considered by Council before a recommendation is made to the WAPC to adopt the Strategy.

    Urban Growth and Housing 

     

     

    Including Planning Directions that the current extent of residential densities, and the rural and rural living zone is to be maintained, to reflect more clearly what was already proposed in the Council adopted draft. 

    Planning Areas 

    Use of ‘Planning Areas’ rather than ‘Future Scenario Planning’, and addition of new ‘Planning Areas’ 

    The Local Planning Strategy Guidelines (adopted after the City’s LPS was drafted) now use ‘Planning Areas’ for areas where there may be further investigations or detailed planning required, or where specific issues and opportunities are to be identified.   

    Addition of following ‘Planning Areas’: 

    • Jandakot Industrial Investigation Area 

    • Glen Iris Golf Course site 

    • Rural Living Precinct 

    • Wattleup Industrial Investigation Area 

    • Cockburn Central Activity Centre 

    • Phoenix/Spearwood District Centre 

    • Cockburn Coast District Centre 

    DPLH requested these areas to be shown as ‘Planning Areas’.  The ‘Planning Directions’ and Actions for these areas are generally consistent with what was already outlined in the draft Local Planning Strategy adopted by Council, and where relevant, adopted Structure Plans for the areas.   

     

    Glen Iris has been added as a ‘Planning Area’, but only to include the ‘Planning Direction’ - Land use and development that achieves an appropriate interface with existing residential land uses. 

    ‘Planning Area’ Roe 8/9 Reserve 

    The issues and actions have been simplified. 

    Perth and Peel @3.5million Industrial Investigation Areas 

    Inclusion of references to the Industrial Investigation Areas (Wattleup and Lake Coogee/Munster) and planning directions that are more high-level. 

    As part of the preparation of the draft LPS the City had undertaken some investigation into the appropriateness of these areas for industrial land use and ascertained that these uses were not appropriate for those areas.  DPLH have advise that further investigation is required in this regard, and this has been noted. 

     





    Lake Coogee Urban Deferred Area 

     

     

    Wording changes to state the following ‘Planning Direction’: 

    Investigate whether residential development is appropriate for the area, subject to appropriate consideration of odour impacts from the Woodman Point Wastewater Treatment Plant. 

     

    However, this wording change will not alter the City’s proposed approach to this matter. 





    Future zonings under the new local planning scheme 

    Removal of some of the detail around future zonings to ensure the strategy remains at a high level.  These zoning matters will be considered as part of the preparation of a new scheme.  





    Removing some advocacy items 

     

    While some proposed actions may have overarching benefits to planning outcomes, many are not intrinsically linked to planning processes. planning process, instrument or mechanism (ie. may relate to education or advocacy). 

    Perth and Peel @3.5 million 

    A number of changes have been required to ensure that the draft LPS aligns with Perth and Peel @3.5 million. 

    Minor Changes 

    • Formatting changes to align with the new Local Planning Strategy Guidelines. 

    • Renaming of ‘Strategies’ to ‘Planning Directions’. 

    • Rewording of some Planning Directions and Actions to be more ‘high-level’ (without changing the intent itself). 

    • Further detail/analysis of infill targets, and reference to Perth and Peel dwelling and infill targets. 

    • Neighbourhood Plans renamed to ‘Local Area Plans’. 

    • Terminology changes to be consistent with State Planning Framework. 

    • Consolidating some actions (i.e. where there may be a number of detailed actions relating to a key overarching action) to ensure the Strategy is concise. 

    • Draft Strategy Map updated, in consideration of cartographic convention, and to show Activity Centres and proposed ‘Planning Areas’ and reflect what is shown in Perth and Peel @ 3.5 million.
