Consultation has concluded
October 2018
Council has decided to go ahead with safety improvements on Lyon Road near the shopping centre.
At its meeting on Thursday 11 October, Council decided to:
Adopt the installation of the proposed zebra crossing and bus stops, and remove a number of parking bays to improve sight distance, congestion and safety on Lyon Road, between Gibbs Road and Flourish Loop
Reduce the signposted speed on Lyon Road between Gibbs Road and Flourish Loop to 30 Kph subject to Main Roads WA approval
Install 30-minute parking limit signage to the on-street bays on Lyon Road between Gibbs Road and Flourish Loop between 8am and 6pm Mondays to Saturdays.
For more information, read the agenda item here on page 373.
This project has involved consultation over many months with residents groups, businesses, the shopping centre owner, Main Roads WA and the Public Transport Authority.
There was strong support from many parties for installing a pedestrian crossing, however Main Roads requires the City to remove some parking bays along Lyon Road to improve visibility for motorists approaching the crossing.
The aim is to improve safety and traffic flow along Lyon Road. Once considered by Council, further design work will begin to refine the parking arrangements.
See the previous Council agenda item and maps on page 464 here.
Thank you for your patience during the consultation so far. We appreciate your ongoing assistance.
Previous consultation:
Harvest Lakes Residents Association raised the issue of safety with the City, particularly hazards associated with pedestrians crossing Lyon Road. In June 2017, the City's Engineers met with the residents groups -- Community of Aubin Grove and Harvest Lakes Residents Association -- to discuss the situation. An online survey was completed and the City's engineer and community engagement officer visited businesses in Lyon Road to ask their views. The results were shared with residents at a meeting in February 2018.

We need to protect pedestrian safety
We need to keep Lyon Road open and not create a mall
Request to change the merging situation on Gibbs Road
Motorists face several rotations of traffic lights to get through the intersection
Suggestions to reduce or modify the parking bays in Lyon Road
2017:
The City installed temporary security cameras to record the traffic, and the shopping centre owners commissioned a traffic assessment impact report. The outcome of the recordings and your feedback were presented at a community meeting on 30 August at the Harvest Lakes Community Centre. See notes from meeting
Next steps
City engineers have provided detailed design requirements to the PTA and Main Roads to proceed with the changes
