June 2025 Special Council Meeting update

The City advertised its intention to levy differential rates for 21 days between May and June 2025, as mandated by the Local Government Act 1995. In accordance with the legislation, advertising included a notice in local and state newspapers, at the City’s main administration noticeboard, and on the City’s website.

The City also advised the community via our Comment on Cockburn community engagement portal, Comment on Cockburn e-newsletter, and placed information at Spearwood, Coolbellup, and Success Libraries. Hard copies of the information were also available on request at the City’s administration building.

This year, the City’s draft capital works budget was advertised for community comment alongside the notice of intention to levy differentia rates.

The Comment on Cockburn page received 688 visits and 20 people responded by making a submission either online or via email. The City compiled these submissions and presented them in a report, alongside other information, for Council’s consideration at the June 2025 Special Council Meeting.

Council has adopted differential rates

Council has adopted the proposed differential rates with a 3.5 per cent increase to residential rates, which is slightly lower than the 4.5 per cent increase that was adopted for all other rating categories.

City of Cockburn rates continue to be some of the lowest in Perth. At the same time, we continue to deliver ratepayers value for money through high-quality services and facilities. This maintains Council’s financial approach to keep rates low by carefully managing costs and using smart financial strategies—helping us deliver great value for our community.

Understanding the pressure rising costs is putting on households and businesses, the City is extending its policy of waiving interest fees on all payment plans, including instalments, Smart Rates, and other customised payment plans. This aims to ease the burden on our community by making it easier to manage rate payments over an extended period without financial penalty.


Council has adopted the capital works budget

The capital works budget outlines the capital works projects that the City will commit funds to for the 2025-26 financial year. Council has adopted the draft capital works budget.


Key features of the capital works budget

The City will deliver $65.37m on improvement projects across the City including, but not limited to:

  • Beale Park Redevelopment $8.14m (Total cost of $13.31m with balance in FY27 budget)
  • Enhancement of our natural areas, parks, and playgrounds $7.34m
  • Road safety improvements $6.1m
  • Road resurfacing $5.1m
  • Building improvements in our parks, reserves, sporting grounds and facilities $4.6m
  • Rockingham Road Revitalisation $2.69m
  • Upgrade Manning Park Playground $2.29m
  • Cockburn ARC asset renewal and replacement $2.1m
  • Pathway renewals and new installations $1.8m
  • Cockburn Coast Oval land payment $11.4m
  • Improvements and environmental management of the Cockburn Resource Recovery Park $463,000
  • CCTV $406,000
  • Upgrades to the Animal Management Facility $322,000.
