Where is Santich Park?

    Santich Park is located on the corner of Asquith Street and Beckett Close in Lake Coogee.

    What are the objectives of the project?

    The main objectives include: 

    •  Address the current parking and traffic safety issues; 
    • Make best use of the site to support the growing needs of the sporting clubs and wider community;
    • Provide lighting to the southern oval to increase safety and accessibility for AFL and Little Athletics activities.

    What upgrades are you proposing?

    The main scope of stage one ($750,000 budget includes): 

    • Additional sports lighting around the ground's southern area, designed to Australian standards
    • Re-alignment of the perimeter railing to prevent parked cars overhanging the road
    • Re-alignment of the discus throw circles for more effective site layout
    • An additional 39-bay carpark in the ground's north eastern area

    How was the project first identified?

    The City invited community feedback to inform the development of it's Community Sport and Recreation Facilities Plan. Clubs identified key high level needs to support their users. This was formalised in 2018 as part of the Western Suburbs Sporting Precinct Study. Furthermore, the City has received feedback from local residents about parking constraints.  

    Why is the project being delivered in stages?

    The Western Suburbs Sporting Precinct Study identified the need to address  parking challenges, improve lighting to make best use of the ovals and upgrade the Clubroom facility. 

    Due to financial constraints and priority needs, it was proposed to deliver the project in two stages. Stage one being external works (parking and lighting) and Stage two being upgrades to the clubrooms.

    How is the project being funded?

    The project is funded through municipal funding. The City has also sought funding from the State Government’s Community Sporting and Recreation Facilities Fund (CSRFF).

    How was the parking design informed?

    A parking survey was conducted on 1 May 2021 which was considered a high use day by the AFL Club. 

    At any one time, the most amount vehicles onsite was 243 vehicles. 

    244 parking bays are proposed based on the following: 

    • Beckett Way car park – 41 bays
    • Verge Parking – 164 bays
    • New Shelley Way car park – 39 bays

    The parking location was selected based on the design constraints and compared to alternatives, had the lowest impact on vegetation. An alternative location would require the removal of additional vegetation and/or amendments to the local storm water drainage system. 

    As part of the design process, the City sought advice through a traffic consultant who developed a Transport Impact Statement. The statement outlined that the majority of vehicles will travel to the new carpark from Rockingham Road, as it currently does, moving through Asquith Street. 

    Travel via Marvell Avenue and Shelley Way to the new car park is expected to be minimal.

    The statement suggests the new car park is provided to accommodate the existing volumes, as opposed to attracting new volumes. 

    How will parking be managed during unusually large events?

    There may be some occasions during the year, such as AFL finals or athletics zone carnivals for athletics, that require more parking than usual and needs exceed the 244 bays.

    The City will work with the respective clubs on specific event parking management plans to minimise disruption.

    Can the Beckett Close car park be expanded?

    Increasing the size of the car park at Beckett Close posed the following changes:

    • Limits the ability to future-proof the site for further expansion of club facilities and storage
    • Increased traffic flows to the car park would likely require crossover (driveway) amendments 
    • Limits the ability to keep the athletics track to the south (clubs preferred position for safety reasons) and install sports lighting, which are the key objectives of these upgrades

    What will happen to the playground and basketball pads?

    The new car park location was selected as it had the least impact on vegetation. 

    However, it will require the removal of the playground and basketball pad located in the north eastern corner of the park. 

    The playground and basketball pad located on the western side of the park will remain. 

    How is light luminance managed?

    All lighting must meet Australian Standards for obtrusive light (AS 4282-2019). A lighting design will be completed by a certified electrical engineer and compliance to the design will be tested once the lights are installed and conformance to the Australian Standards must be met.

    When will the works occur?

    Following the consultation period, the intent is to appoint design engineers to undertake detail design. 

    It is anticipated that works will commence mid-2022, however specific dates have not been set as further consultation is required with user groups to minimise impact on their operations.
