About the lights

The lights are solar-powered overhead LEDs that are designed to minimise light-spill and dim automatically at night when no motion is detected. The lights produce 180-220 lumens per watt. They will be mounted to 4.5m powder-coated black columns and angled to illuminate the footpath. Due to frequent vandalism, the City is unable to consider solar bollard lights.

    The City of Cockburn recently asked residents who live near Tangle Park for their views on lighting options for Tangle Park. We received feedback from 61 people. Thank you for having your say.

    What our community said

    • Most participants (75%) prefer having lights in the park.

    • Option B is the preferred design, however Option A is also favourable:

    • 43% prefer Option B as it improves playground access and overall coverage.

    • 33% prefer Option A because they prioritise adequate lighting near the Eucalypt Banksia Woodland entry.

    • Among the 25% who don’t favour lights, most are satisfied with the current lighting and don’t see a need for more.

    Next steps

    Considering the community’s feedback, the City will install a modified design, combining the most preferred aspects of Options A and B. This includes eight lights along the footpath between the playground and Banksia Eucalypt Park entry. View the final design in the Document Library.

    The City expects to install the lights in late 2023.

    Thank you to everyone who shared their thoughts on lighting at Tangle Park. This project page received over 305 visits during the feedback period and 59 people provided input.

    What our community said:

    • At least 97% of participants live in Aubin Grove, and the majority (at least 80%) live within 200m of Tangle Park.
    • Almost all respondents (95%) visit Tangle Park. Many (83%) visit during periods of low light (twilight and night-time), and 78% visit during daylight.
    • Most participants (59.5%) think the City should consider installing lights, whereas 32% do not, and 8.5% are unsure.
    • Perceived benefits of lighting include improved safety and practicality.
    • Perceived challenges with lighting include luminance spillage, carbon emissions, cost, disruption to wildlife and anti-social behaviour.
    • Solutions proposed by residents include using lights that are:
      • Solar-powered light-emitting diodes (LEDs).
      • Set on a timer.
      • Designed lower to the ground (e.g. bollard lights).
      • Installed at a suitable spot in the park.

    Considering the key findings, the City will request a budget for lighting in the 2023/24 financial year capital works program. The budget is subject to Council consideration and approval at a Special Council Meeting in mid-2023. Should this budget be approved, the City will prepare a lighting design for further community feedback.
