The City of Cockburn is working on its Local Planning Strategy which sets out how land within the City will be used and developed in the future. With our growing population, there is increasing demand for employment and infrastructure like transport, housing, and space for recreation. Our Local Planning Strategy allows us to decide what land will be used for what purpose to accommodate our growing needs. We have prepared a draft strategy and we want to hear your feedback.

Our Local Planning Strategy allows us to decide what land will be used for what purpose to accommodate our growing needs. We have prepared a draft strategy and we want to hear your feedback.
What we heard so far
We created the draft strategy considering the community feedback we received during workshops and consultation papers in 2017-18, alongside the Western Australian Government's Perth and Peel @ 3.5 million framework.

Where is Banjup North and where is Banjup South? These are terms Banjup residents have not heard before.

Thank you for your question.
Banjup south is the suburb of Banjup (south of Armadale Road). Banjup north is Treeby (north of Armadale Road).
Treeby was formerly part of Banjup but was renamed in 2016.
Part 2 (Background, Profile and Analysis) of the draft Local Planning Strategy provides data on estimated population growth. You may have noticed a reference to Banjup north and south in this part of the strategy.
This is because the population data is extracted from REMPLAN, a supplier of data captured by the Australian Bureau of Statistics. Treeby was historically part of the Banjup data, given it used to be part of the suburb. To distinguish between the two now separate suburbs, the data suppliers identify these as Banjup – north and Banjup – south.

What is the future plan/ proposed strategy for the grounds at 128 Farrington Road, currently occupied by IFAP/ Occupational Health & Safety?

What is the proposed strategy to protect/save the low lying infrastructure along the coast line including the houses around manning lake that are at risk of flooding if the sea levels rise?

Thank you for your question.
The City has a strong, 20 year history in taking decisive and responsible action on climate change. The impacts of climate change are predicted to increase in the future and pose risks to our infrastructure and communities. An effective response to climate change requires an integrated approach that considers both mitigation and adaptation, and this is acknowledged in the draft Local Planning Strategy.
The City has developed a number of plans and strategies to mitigate, respond and adapt to the impacts of a changing climate.
Climate Change Strategy
In 2020, the City adopted its inaugural Climate Change Strategy 2020-2030 which outlines what we’re doing to become a carbon neutral City and increase our adaptive capacity. The strategy includes a resilience roadmap with 14 objectives.
Coogee Beach Foreshore Management Plan
The Coogee Beach Foreshore Management Plan 2020-2070 was adopted by Council on 12 November 2020. The Foreshore Management Plan is a 50 year guide on how we will adapt to coastal challenges to maintain the environmental, recreational, social and commercial values of the foreshore.
Coastal Adaptation Plan
The Coastal Adaptation Plan was developed in 2016 as part of the Cockburn Sound Coastal Vulnerability & Flexible Adaptation Pathways Project. It provides a best practice approach to coastal adaptation and details specific actions the City will take in the immediate (15-year) planning horizon to manage risk including coastal erosion and inundation.

When is the planned upgrade of the old PowerStation site and surrounding areas? Referring to the plan proposed in 2009.

Thank you for your question.
The City believes the former South Fremantle Power station site will play a distinctive role as a unique coastal landmark incorporating a vibrant mixed-use development to enhance the Cockburn Coast, and provide a national tourism destination and a regional employment hub.
The site is owned by Synergy and there are currently no confirmed time-frames for a redevelopment. However, the City continues to advocate for the State Government to make this redevelopment a project of significance and a coordinated approach by State Government agencies would help achieve this.

What has been planned for the Glen Iris Estate Golf Course land in Jandakot? Is there a proposed land development?

Thank you for your question.
The WA Planning Commission instructed the City to identify the Glen Iris Golf Course site as ‘Planning Area D’ in its draft Local Planning Strategy. The draft Local Planning Strategy makes no recommendations on the future of this land. It simply recognises that the golf course has ceased operation, and applicants have submitted proposals to rezone and redevelop the land.
Before the draft Local Planning Strategy is finalised, the City expects it will need to be adjusted to reflect the State Government’s determination on these proposals, whatever they may be.

Will you be developing a proper footpath that connects frankland/Hammond roads to Dickerson park? There is currently no area out of the area that Dickerson loop is in, except for the sand trap. Extremely difficult and annoying trying to get a pram through the sand just to go for a walk.
